THE CITY OF SANDY IS REQUESTING PROPOSALS FOR ENGINEERING SERVICES FOR THE WASTEWATER
TREATMENT PLANT IMPROVEMENTS. PROPOSALS DUE 2:00 PM, OCTOBER 7, 2026

REQUEST FOR PROPOSALS

SUMMARY
The purpose of this Request for Proposals is to obtain proposals from qualified Consultants interested in
providing design services for the City of Sandy’s Wastewater Treatment Plant Improvements.
To be considered, proposals, 20 MB or less, shall be submitted electronically to the Public Works Director,
AJ Thorne at ajthorne@ci.sandy.or.us with the subject titled “RFP SCWP 08-26 ENGINEERING SERVICES
FOR THE WASTEWATER TREATMENT PLANT IMPROVEMENTS” no later than 2:00 p.m. October 7, 2026.
Submissions received after the specified time will not be accepted.
A virtual mandatory pre-submittal is scheduled for September 2, 2026, at 10 a.m. (Pacific Time) and the
Teams link can be accessed through the City’s Bids and RFPs page (www.ci.sandy.or.us/rfps) for the
Wastewater Treatment Plant Improvements project.
The City reserves the right to cancel this Request, reject any and all proposals submitted, seek clarifications
of any submitted proposals, and/or waive any minor formalities of this solicitation if the best interest of the
City and the public would be served, as determined in the City’s sole discretion. Proposers responding to
this RFP do so solely at their expense and City is not responsible for any proposer expenses associated with
this RFP.

Questions or Requests for Clarification must be sent to AJ Thorne via email to ajthorne@ci.sandy.or.us and
must be received by 2:00 p.m. (Pacific Time) on September 9, 2026. Incomplete or late inquiries may not
be considered. If required, an addendum addressing these matters will be issued by no later than 2:00 p.m.
(Pacific Time) on September 23, 2026.
