Historical Information: Wastewater System Facilities Plan
NOTE: The information below was current through June 2026, when the City Council adopted a new facilities plan. Click here to read the adopted 2026 Wastewater Facilities Plan Amendment.
Pre-June 2026 Information:
Our community has outgrown our decades-old wastewater system, and we have been mandated by the Oregon Department of Environmental Quality and the U.S. Environmental Protection Agency to improve our infrastructure. The City of Sandy adopted a Wastewater System Facilities Plan in 2019, but the plan is currently being amended to better address Sandy's challenges.
2025 Draft: Facility Plan Amendment
The Facility Plan Amendment identifies two viable alternatives for Sandy's wastewater discharge: pumping wastewater to a regional treatment facility in Gresham, or constructing a membrane bioreactor and constructing a new outfall on the Sandy River. The City Council directed staff to further pursue the regional treatment alternative at their meeting on December 2, 2024.
A Facilities Plan is a document that:
- Reviews the existing condition of the wastewater collection and treatment systems
- Examines the impacts of existing and anticipated future Federal and State regulations
- Makes recommendations for improvements and new facilities required to accommodate population growth and comply with regulatory requirements
- Prepares cost estimates for necessary improvements and facilities
- Explores and ranks several alternatives to arrive at a solution that responds to regulatory, environmental and financial constraints.
