Oregon Liquor Control Commission (OLCC) Information

LIQUOR LICENSE is needed if you or your business sells, manufactures, imports, or distributes alcohol in Oregon. An Alcohol Service Permit is primarily for those people who mix, serve, or sell alcohol, such as wait staff, bartenders, or managers.

The Liquor License application must first be approved by OLCC before being submitted to and processed by the City. The City of Sandy requires liquor license applicants to pay $100 for a new liquor license and $35 for annual renewals.

Home Businesses

The provision for a home business is in recognition of the needs of many people who are engaged in small-scale business ventures which cannot be expanded to a full-scale enterprise. It is the intent of this section that full-scale commercial or professional operations, which would ordinarily be conducted in a commercial or industrial district, continue to be conducted in the appropriate zoning district and not a dwelling. These regulations apply to family day care businesses.

Fire/Life Safety

Fire and life safety refers to basic fire and safety issues that may arise in a building and how to avoid them.  During a fire/life safety inspection, the Building Official looks at the layout of your building to make sure that:

  • There is a minimum level of fire suppression equipment available in the event of a fire.
  • There are sufficient ways to exit the building safely in the event of an emergency.
  • Exits are clearly marked and free from obstruction.

Document Archives

The City of Sandy's "Weblink" feature allows anyone with Internet service to view, download, and print any document in the City's electronic archives. Over 150,000 pages of city documents have been scanned and archived. These include city ordinances, City Council meeting agendas, minutes, Planning Commission packets and minutes, correspondence, agreements, and other important city documents.

Development Review

The Planning Division reviews all development applications to determine compliance with applicable local, state, and federal regulations. These applications may include subdivisions, planned developments, new commercial/industrial development, multi-family projects, and government projects. The primary functions of development review include:

Vegetated Infiltration Basins

A vegetated infiltration basin is a landscaped depression that accepts stormwater runoff from impervious surfaces, and is similar to a planter box.  The basins allow pollutants to settle and filter out, and also provide the opportunity for infiltration.  A vegetated infiltration basin can help fulfill site landscaping requirements.

Vegetated Swale Maintenance Requirements

As needed

  • Remove any debris or garbage that is caught in the swale
  • Clear the inlet(s) and outlet(s) to allow for proper flow dispersal
  • Inspect and repair damaged inlet erosion control devices and check dams
  • Water plants as needed until established
  • Remove sediment build-up, determine source of sediment, and take measures to prevent it from re-entering the facility
  • Take appropriate pest control measures if insects or rodents are inhabiting the swale

    The minimum plant material quantities per 100 square feet of facility area are:

    Vegetated Swale Specifications

    Swales with a gentle slope (less than 4% average) are the most effective at treating stormwater.  The maximum slope must be less than 6%.  Facility storage depth may range from 2 to 12 inches.  A freeboard (6 to 12 inches) may be required if the adjacent area would be damaged by flooding.  Maximum side slopes are 3 horizontal to 1 vertical; slopes and depths should be minimized to the extent practical for aesthetic and safety reasons.
