Sandy History

In 1845, Samuel K. Barlow, a pioneer emigrant from Kentucky, blazed a road (known as the Barlow Road) from The Dalles, Oregon around the south side of Mt. Hood to Eagle Creek (a settlement east of Oregon City) thus completing the last leg of the famous Oregon Trail that began in Independence, Missouri.

Sandy's first settlers, the Francis Revenue family, arrived in 1853 and soon opened a trading post here on the Barlow Road and served many of the thousands of pioneers who traveled through on their way to the Willamette Valley.

Legal Department

The City of Sandy contracts with Beery, Elsner & Hammond , a private law firm specializing in local government law, for legal services performed by the City Attorney.  These services include legal advice to the City Council and staff, drafting city ordinances and resolutions, defending the city against lawsuits, and prosecuting violations of the municipal code.

City Recorder's Office

The Office of the City Recorder maintains the city seal and serves as clerk of the City Council by recording and archiving the official records, proceedings, and legislative history of the City of Sandy. The Office strives to provide professional, courteous, and timely assistance to the City Council, citizens, city departments, and other agencies. The City Recorder publishes agendas and minutes for the City Council, administers city elections, manages city records, fulfills public records requests, and maintains the records for city council, boards, and commissions.

Public Records Requests

Oregon Revised Statute 192.005 defines a "public record" as any “document, book, paper, photograph, file, sound recording, machine readable electronic record or other material ... regardless of physical form or characteristics, made, received, filed, or recorded in pursuance of law or in connection with the transaction of public business."

City Amenities

Parks

The City of Sandy is proud of its stellar system of parks. Facilities range from the 1.75-mile Tickle Creek Trail, to neighborhood playgrounds to the 127-acre Sandy River Park. The system is guided by a seven-person Park Board and two advisors from the Sandy City Council.  It is a working board supporting planning efforts for and advocacy of the local park system as well as pitching in on park improvement projects. Pick up a Parks brochure at the Sandy Community/Senior Center (38348 Pioneer Blvd) or at Sandy City Hall.
