Alternative Wastewater Systems

Alternative Wastewater Systems

APPLICATIONS WILL BE ACCEPTED STARTING OCTOBER 15TH 2025

As part of the 2025-27 City Council Goals, the City Council decided to explore possible alternative wastewater treatment systems to facilitate targeted economic development during the sanitary sewer moratorium. The implementation of alternative wastewater systems into the municipal code will facilitate targeted economic development while the sanitary sewer moratoria are in effect. Without consideration of alternative wastewater treatment systems during the sanitary sewer moratoria, there could be several sites that will not develop, and thus potentially limit the expansion of living wage jobs in Sandy.

The adopted process allows for property owners and developers to propose alternative treatment, such as temporary restrooms, greywater systems, and septic systems, or other options. This is only applicable for commercial and industrial uses, not residential land use applications. The process is a Type IV land use application procedure, including quasi-judicial public hearings before the Planning Commission and City Council.

This web page has an application and checklist that must be completed in order to start your alternative wastewater treatment request. If you have questions about applying for an alternative wastewater treatment system please contact the City Planning Division at (503) 489-2160 or planning@ci.sandy.or.us.
