Street Tree Removal and Planting Permit

Removal, pruning and planting of street trees requires a permit (no charge) from the City. Street trees are those trees located in the planter strip between the curb and sidewalk or within 10 feet of the right-of-way when required as a part of subdivision conditions.

Pruning involves cutting a branch off at the trunk or bole of the tree - a permit is required.

Trimming involves cutting leaders or smaller branches off at the connection to the main branch - no permit is required.

Arborist Reports

The City of Sandy owns and manages property, parks, natural areas and public rights-of-way throughout the city.  The parks and natural areas alone total more than 228 acres. Like much of Sandy, many of these areas are forested.  Annually, we engage a certified Arborist to review the condition of trees in these areas and to make recommendations on tree health, removal, pruning and thinning.

Tree City USA

If you have noticed the abundance of beautiful trees in Sandy you will not be surprised that the City was recognized by the National Arbor Day Foundation in 2005 as a Tree City USA. We are proud to promote the importance of our trees within the community. See the Tree City USA website for more information.

Development Review

The Planning Division reviews all development applications to determine compliance with applicable local, state, and federal regulations. These applications may include subdivisions, planned developments, new commercial/industrial development, multi-family projects, and government projects. The primary functions of development review include:

Design Review Requirements and Application

What is a design review?

Design Review is the process of evaluating design components of a building proposal relative to standards contained in the Development Code. Design review typically looks at components of the development related to the site, such as building orientation, parking, landscaping and physical aspects of the building design. The City has adopted “Sandy Style” design standards which guide the look of most buildings.

Conditional Use Permit Requirements and Application

What is a Conditional Use?

A Conditional Use is a use that would generally not be appropriate within a particular area but, if controlled, would not be detrimental to the public health, safety, and welfare of that area. Conditional Use requests require notification to adjoining property owners and are reviewed by the Planning Commission. For new development, uses required to obtain Conditional Use approval also typically require design review.

When is a Conditional Use Permit required?

Potential Conditional Uses are listed in each zoning district.

Adjustment Requirements and Application

What are adjustments and variances?

Adjustments and variances are procedures to vary development standards normally applied to a particular zoning district. Adjustments are relatively minor modifications that apply only to individual lots and therefore cannot be used to vary development standards for lots created through a subdivision process. Variances on the other hand are a means of requesting a complete waiver or major adjustment to certain development standards or modifications through a subdivision process.

Tenant Improvement Grants

What is the Tenant Improvement Program?

The City is currently not accepting new applications, while grant programs are being reevaluated.

The Tenant Improvement Grant Program is a City of Sandy matching grant program for restaurants and other food service businesses that was passed by the City Council in 2016.  This program awards grant funding for 50% of eligible project costs (up to $30,000) for qualified projects.  Tenant Improvement projects are subject to review and approval by the Urban Renewal Agency.

Facade Improvement Grants

The City of Sandy Façade Improvement Program is a matching grant program funded by the Sandy Urban Renewal Agency, and was approved by the Urban Renewal Board in May 2009.  This program sets aside a portion of the City's urban renewal funds to assist building owners with upgrades to their buildings designed to incorporate Sandy Style elements to buildings.
