City Council

The governing body for the City of Sandy is the City Council. The Council is composed of the Mayor and six City Council members. They are all elected at-large (i.e., by all city voters); the Mayor serves a two-year term and the Council members serve four-year terms, with half the positions elected in the November general election of even-numbered years.

City Manager

The City Manager is appointed by the City Council, and is responsible for the day-to-day operation of the city government. Other duties include converting City Council goals into action, managing city contracts, franchise agreements, and grant projects, responding to citizen inquiries and complaints, working with state and federal elected officials and departments, and managing city records.

Finance Department

The Finance staff serves the public and internal customers by receipting and disbursement of City financial resources, sound investment of City cash, accurate and timely recording of all financial activity, accounting for fixed assets, monitoring financial compliance with various Federal, State and local requirements and providing support to City departments in areas of financial management.

Legal Department

The City of Sandy contracts with a private law firm-- Berry, Elsner & Hammond --for legal services performed by the City Attorney.  These services include legal advice to the city council and staff, drafting city ordinances and resolutions, defending the city against lawsuits, and prosecuting violations of the municipal code.

City Recorder

The City Recorder is responsible for public meetings, records and archives, and the election process for the City of Sandy.  The City Recorder also administers liens on properties in the city and special assessments (local improvement districts).  The City Recorder is also the Manager of the Public Services Center.

The Information Technology Department manages the data operations for all city departments. This department also maintains the fiber and wireless network for all city functions.
