FLSA STATUS:                  Non-Exempt 

SALARY GRADE:               F - Pay Range: $31.00 - $40.37 - Prior to a TBD COLA scheduled for 7/1/2025

REPRESENTATION:        None

Work Schedule:  Monday - Friday,  7:30 - 4:30 pm with some flexibility

GENERAL POSITION SUMMARY: This position is considered Essential Staff
Under general direction, the Facilities Maintenance Lead protects the City’s assets through effective building management. The position is responsible for planning, directing, and coordinating City-wide facilities maintenance activities, including custodial services, preventative maintenance, renovation, repair, and construction and maintenance projects of City-owned buildings. This individual performs a full range of construction, installation, maintenance, and repair duties related to building maintenance, which includes the operation of tools and heavy equipment. This position is a key part of a small team responsible for all of the City’s Parks and Facilities functions.

ESSENTIAL JOB FUNCTIONS:

  • Meet with department representatives to assess desired service levels and facility needs; develop and coordinate short and long-term plans and assist with planning for future facility needs.
  • Ensure activities are performed in compliance with all Federal, State, and local safety regulations; schedule, assign, and review work.
  • Create and implement a detailed preventive maintenance schedule for all equipment and facilities, ensuring that all systems are regularly inspected and serviced before issues arise.
  • Evaluate the need for contracted services; prepare bid specifications for facility repairs and remodeling; evaluate and select vendors; negotiate and administer contracts; monitor and review completion of legal documents, including title reports, environmental assessments, appraisals, lease agreements, and purchase agreements.
  • Coordinate activity with building contractors, architects, and engineers; review plans, including final reports on architectural design, engineering, and building construction for compliance with codes, standards, and operational needs.
  • Coordinate with the Development Services to implement adopted proposals, including capital improvement projects, levies, safety, and ADA requirements; review plans and specifications, estimate related maintenance expenses, and make recommendations.
  • Oversee and lead emergency response efforts related to building maintenance during natural disasters, power outages, or other unexpected facility crises (e.g., flooding, fire alarms, electrical failures).
  • Use tools and equipment involved in general construction, repair, and maintenance in a commercial environment.
  • Maintain accurate inventories of maintenance supplies, tools, and equipment. Ensure that necessary materials are stocked and available for ongoing maintenance tasks.
  • Diagnose and repair a variety of mechanical equipment problems.
  • Read equipment manuals, building construction plans, or blueprints.
  • Develop budget input and resource estimates.
  • Assist in performing facility and safety audits of City-owned buildings; evaluate data received and prepare recommendations for facility maintenance and capital project activities.
  • Review maintenance records, existing work procedures, and current literature and trends in building operations, taking corrective action to improve facility and equipment performance; develop and maintain a preventive maintenance plan for all buildings; maintain service records and schedule needed repairs.
  • Monitor and adjust mechanical, electrical, and heating and ventilation systems on a daily basis; perform monthly maintenance checks and services to assure efficient operation; repair, replace, and rebuild equipment when necessary; test emergency generators.
  • Provide excellent internal and external customer service. Create a positive experience for patrons and staff through professional and courteous behavior and creative problem resolution.
  • Establish and maintain positive working relations with coworkers, citizens, and the general public.
  • Practice safe work habits and contribute to the safety of self, coworkers, and the general public.
  • Support and respect diversity in the workplace.
  • Perform other duties as assigned.
  • Responsible for public contracting, managing maintenance and public improvement construction projects under the direction of the Parks/Facilities manager.
  • Have a basic understanding of public procurement laws and regulations

JOB SPECIFICATIONS:

Mandatory Requirements

  • Must be 18 years or older
  • High school Diploma or equivalent
  • 3-5 years of experience in building management and facilities maintenance
  • 3-5 years in construction, installation, and repairs related to building and facilities maintenance or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job.

Necessary Knowledge, Skills and Abilities:

  • Knowledge of methods, practices, and procedures involved in facility use planning, architectural design, engineering, and construction and maintenance of buildings, facilities, and related equipment.
  • Working knowledge of the building permit process.
  • Knowledge of Codes and legal requirements related to building maintenance and remodeling.
  • Strong knowledge of financial, planning, and budgeting practices and billing procedures.
  • Knowledge of office management methods and procedures, personal computers and related software applications.
  • Knowledge of project management methods and procedures.
  • Knowledge of facilities service software and general business applications.
  • Previous facilities maintenance and management experience working in a City preferred.
  • Ability to establish goals and objectives, develop plans, forecast probable program changes, and adjust methods for program modifications.
  • Ability to express ideas effectively, orally and in writing.
  • Ability to establish and maintain effective working relationships with staff, the public, private officials, and the general public.
  • Ability to learn and apply computerized software solutions to facilities maintenance operations.
  • Ability to comply with safety requirements of the position and actively promote safe work practices.
  • Ability to communicate effectively with coworkers, management, elected officials, and the general public, and display excellent interpersonal skills while handling controversial and/or sensitive issues.

Experience:
A typical way of obtaining the knowledge, skills, and abilities outlined above is through an associate degree in Civil Engineering, Construction Management, Business Administration, Public Administration, or a related field, with five years of related experience;

Special Requirements/Licenses:

  • Must be able to pass the department’s security clearance standards, including Reference check, Criminal History check, and have a valid driver license with an acceptable driving record and pass a pre-employment drug and alcohol screening.
  • Desired certifications or licenses:
    • CDL A or B
    • Limited Maintenance Electrician LME

SUPERVISION RECEIVED:
Works under the direction of the Parks and Facilities Manager.

SUPERVISORY RESPONSIBILITIES:
This position does not have supervisory responsibilities but may direct the work or provide guidance to Parks personnel while working on specific projects together.

  • This position is considered an essential part of the City and is therefore considered an essential employee. Must report to work during inclement weather, emergencies, and/or other related City emergencies.
  • This position primarily works during routine daytime hours. However, responses to emergencies or construction schedules may require some nighttime, weekend, and holiday work.

  • Regularly works near moving mechanical parts and outdoor weather conditions.  
  • Exposed to road hazards, vibration, mechanical or electrical hazards, chemicals, and potentially hazardous substances and fumes.
  • May be occasionally exposed to adverse or inclement weather conditions, wet and/or humid conditions and temperature variations. 
  • The noise level in the field environment is usually moderate, except when operating hand-held power equipment. Duties will occasionally involve exposure to high noise levels.
  • May interact with distraught or difficult individuals in enforcing departmental policies and procedures.
